IT shortage addressed

Canada's expanding computer software industry expects a shortfall of at least 20,000 workers by the end of the decade - which could mean opportunities for qualified British migrants. Mitchell Brownstein outlines how labour market shortages have lead to a unique pilot project between Immigration Canada and the private sector.

IMMIGRATION Canada and the Software Human Resource Council are collaborating on a pilot project to streamline the processing of applications for temporary employment authorizations for individuals with software programming skills.

The usual procedure for entering Canada as a temporary worker requires proving that there is no other Canadian available to fill the particular position.

Therefore any employer must apply to the Canada Manpower offices in Canada to complete a somewhat difficult procedure namely the employment validation process.

But under the pilot project, no such validation is required. In fact under the scheme, the employer need only provide the prospective employee with a letter stating the terms and conditions of employment along with the duties to be performed.

The applicant for employment authorization may then go directly to the visa office abroad to apply for the visa. At this time, proof of education, training and experience will be presented to the visa officer.

This streamlined procedure is designed to ensure the timely and speedy issuance of temporary work permits under the category. This is often as quick as a matter of days.
