The conditions about where to present a selection certificate are clearer:
“A foreign national in the economic class must file an application for a selection certificate at a Quebec immigration office serving
a) the foreign national’s country of nationality or the country in which the foreign national has the status of permanent resident or asylum;
b) the country where the foreign national is residing if, on the date of filing the application, the foreign national has been lawfully admitted to that country for a period of at least one for a temporary stay to study or work, has been studying or working as a main activity and is legally residing in that country; or
c) if the foreign national is stateless, the country of habitual residence , if the foreign national has been lawfully admitted to that country”.
More conditions about where the applicant can submit a selection certificate have been added:
· In the case where the main purpose of the stay is to study, the foreign national must
Comply with the conditions of the certificate or permit
Pursue a program of studies of a duration of not less than 12 months in an educational institution in Quebec,
Have completed at least half of the program if the program of studies is of a duration of less than 18 months or not more than 12 months are left to complete the program if the program is of a duration of 18 months or more
· In the case where the main purpose of the stay is to work, the foreign national mus
Comply with the conditions of the certificate or permit
Have been lawfully admitted in the territory for a period of at least one year
· In the case the applicant has lost his or her Canadian citizenship, the foreign national must be a temporary resident
A selection certificate lapses if:
· The foreign national in the economic class does not file the application for a permanent resident visa within 12 months after the date of issue of the certificate
· The certificate has been issued following an undertaking and the undertaking lapses or is cancelled
· The foreign national obtains a new selection certificate
· The foreign national is the subject of a removal order for which there is no stay or if the foreign national is inadmissible and is not authorized to enter and remain in Canada
A subjacent condition concerning the discretionary power of the Minister has been cancelled. The applicant doesn’t need to have a total of minimum 20 points regarding his or her subclass.
The duration of a CAQ is extended for some temporary workers. The CAQ can be delivered to an applicant who has an employment offer for a duration of maximum 36 months.
Upon receipt of an application for a selection certificate made by a foreign national in the economic class, the Minister is to assess the foreign national’s accompanying spouse, including de facto spouse, whichever application is the most advantageous as regards the awarding of the points.
IV. Changes regarding family, social and humanitarian immigration
In the family class, the term of the undertaking agreement that a Quebec resident has committed to in order to sponsor a child who is 16 years of age or older will be reduced. It will be brought to a minimum of 3 years or until the person reaches 25 years of age. This measure is not retrospective.

In order to allow for more applications for collective sponsorships, groups composed of two to five residents or corporate body and a resident may sponsor a refugee or a person in a similar situation in the future. Three-year commitments will also be allowed in order to sponsor persons who have less capacity to settle.
For those who are concerned by section 18c):
· The section 18c) ii has been modified: “and has no significant ties with his country of origin and makes…”
· Section 18c) iv has been added: “his permanent resident application is processed in Canada pursuant to section 25 of the Immigration and Refugee Protection Act, his physical, mental or moral well-being would be seriously affected if he could not remain in Quebec and his removal to his country of origin would cause him serious harm”
· Section 27 is replaced by the following:
Level of distress
Personal qualities
Language proficiency
The presence of accompanying dependent children
A relationship with a Quebec resident who is the spouse, including de facto spouse, or a relative in the first or second degree
Any work experience, remunerated or not
The steps taken by a sponsor
The maximum duration of a CAQ is now 36 months.
The maximum duration of a CAQ for programs which are not recognised by the Ministere de l’Education des Loisirs et des Sports is now 13 months.
The student must prove that he or she has a medical insurance:
· For the first year of his or her stay
· He or she is financially self-sufficient for taking out a medical insurance when he or she arrives in Quebec
· For him or her and the family members
· He or she must a medical insurance during all the stay
