The agreement the Quebec government has signed with Ottawa is coming to fruition, with the French-speaking province now actively seeking and selecting its own immigrants.
The federal government's role is limited to security and health clearance.
Selection of immigrants is based on a 50 or 60 point pass standard, depending on whether the authorities consider the applicant would be filling a job where there are insufficient Quebeckers.
CATEGORIES
If the job is not deemed special, applicants will require 60 points, accrued in the following categories (maximum points in brackets):
- secondary school education (11 points);
- professional education (10 points);
- interview performance (15 points);
- motivation (5 points);
- knowledge of Quebec (2 points);
- validated job offer (15 points);
- work experience related to the job offer (10 points);
- opening an approved business employing at least three Quebeckers (25 points);
- knowledge of french (15 points);
- spouse's knowledge of french (5 points);
- knowledge of english (2 points);
- relatives living nearby (5 points);
- proof that spouse can find employment (4 points); and
- applicants with children (4 points).
Since Quebec does not use an extensive occupation list to determine selection, applicants who cannot meet the criteria applied elsewhere in Canada may be accepted in Quebec.
Furthermore, applicants such as live-in nannies, housekeepers, chauffeurs, butlers, and full-time gardeners are in great demand in Quebec.
