There is a new definition of a skilled worker: “a foreign national who settles in Quebec to hold employment the foreign national is likely able to hold”.
There are 10 applicable factors:
The applicant must have a secondary school general or vocational diploma. This factor is the same for every economic class applicant.
Points can be granted to applicants who have a diploma issued by a Quebec educational institution, in Quebec or abroad as well as diploma recognized as equivalent.
The new criterion “Areas of training” increases the value of promising training with respect to employment opportunities in Quebec. It increases the value of the applicant who obtained a diploma in the five years preceding the date of the application or practising full-time a profession related to the diploma for at least one year in the five years preceding the application.
The applicant who completed an apprenticeship but who have no diploma will only have points based on its experience.
The criterion “Second specialty” increases the value of the applicant who obtained a diploma in the ten years preceding the date of the application.
The experiences must have been acquired in the five years preceding the date of the application are now taking into account.
The experience of a self-employed person is based on the period of practice for the person of the profession the person intends to practise in Quebec.
Age
This factor concerns each subclass and is broadened until 50 years of age.
Language proficiency
This factor concerns each subclass. The criterion “Studies in French” doesn’t exist anymore. Applicants are allowed to submit tests provided by accredited organisms (ex: TCF delivered by Centre International d’Etudes Pedagogiques, TEF delivered by the the Chambre du Commerce et de l’Industrie de Paris).
Stay and family in Quebec
The stay must have been completed by the foreign national or the foreign national,s accompanying spouse, including de facto spouse, in the ten years preceding the date of filing of the application for a selection certificate. Internships for studies or made under an international agreement are included in the stay to work.
The close family is only taking into account.
Characteristics of the accompanying spouse, including de facto spouse
The training criterion for the accompanying spouse, including the de facto spouse is now more important than before.
Validated employment offer
It is a new criterion. The needs of workforce in the region are more taking into account.
Children
Points are given until 21 years old, even for Canadian children. It matches with the definition of a dependent child.
Financial self-sufficiency
This new criterion strengthens the applicant’s responsibility. The applicant undertakes to meet his or her basic needs, those of accompanying members and a dependent child who is a Canadian citizen for a period of three months. That requirement begins on the date of the foreign national’s arrival in Canada or, in the case of a foreign national whose application for permanent residence is processed in Canada, on the date of issue of the selection certificate.
Adaptability
This criterion is focused on the immigration project, particularly about work.
The assessment is based on:
Personal qualities regarding professional activities, in particular the foreign national’s ability to capitalize on acquired knowledge and achievements, the knowledge of the difficulties relating to the immigration project or any other consideration relating to the immigration project.
